NO TURN ON RED at photo enforced intersection?

I was at a photo enforced intersection in West Covina, CA, and I made a full stop at the red light, and then made a right turn during the red light. As i did that, I noticed that there was a sign that read “NO TURN ON RED 7am to 4pm” and it was 3pm. I didnt see any flash go off from the cameras. Do the cameras take pictures of these situations, or only cars that run the red light directly?
